but out of fear of being destroyed by hitler types of china, russia, n Korea, saudi arabia, the counties will join reluctantly out of fear they will be destroyed and overtaken.
If we look around the world in our modern era, it's easy to find totalitarian governments, that enslave and kill literally millions of people.
This is a huge tragedy.
But I have found it useful to keep in mind the idea that the final system of false worship, Sunday observance, is based on popular demand, rather than being somehing that a few want and force everyone else to go along with. One quote that says this is below.

The dignitaries of church and state will unite to bribe, persuade, or compel all classes to honor the Sunday. The lack of divine authority will be supplied by oppressive enactments. Political corruption is destroying love of justice and regard for truth; and even in free America, rulers and legislators, in order to secure public favor, will yield to the popular demand for a law enforcing Sunday observance. Liberty of conscience, which has cost so great a sacrifice, will no longer be respected. In the soon-coming conflict we shall see exemplified the prophet's words: "The dragon was wroth with the woman, and went to make war with the remnant of her seed, which keep the commandments of God, and have the testimony of Jesus Christ." Balls of fire will come from God and destroy wicked cities especially in America, and then Satan's angels will be loosed and they will go around stirring up public agitation to "get right with God", which of course will appeal to people to choose the easiest way to "appease an angry God", so they will hit on the idea of Sunday worship, and then slowly morph it into forced Sunday worship.
Personally, I see the rogue states of Russia, China, N. Korea etc. to be allowed to exist by God to keep in check the unbridled global ambitions of the pope, America, and Europe, in that order.
