Originally the 4 winds (angels) were commissioned to let go the forces of destruction. But Christ interceded to tell them to stop and hold tight until the saints are sealed.
I believe that the winds are loosening and this is what is causing all the chaotic weather we see all around the world. God permits this to get peoples attention and turn back to Him .
I asked my accompanying angel the meaning of what I heard, and what the four angels were about to do. He said to me that it was God that restrained the powers, and that He gave His angels charge over things on the earth; that the four angels had power from God to hold the four winds, and that they were about to let them go; but while their hands were loosening, and the four winds were about to blow, the merciful eye of Jesus gazed on the remnant that were not sealed, and He raised His hands to the Father and pleaded with Him that He had spilled His blood for them. Then another angel was commissioned to fly swiftly to the four angels and bid them hold, until the servants of God were sealed with the seal of the living God in their foreheads. EW p. 38.2
The restraining Spirit of God is even now being withdrawn from the world. Hurricanes, storms, tempests, fire and flood, disasters by sea and land, follow each other in quick succession. Science seeks to explain all these. The signs thickening around us, telling of the near approach of the Son of God, are attributed to any other than the true cause. Men cannot discern the sentinel angels restraining the four winds that they shall not blow until the servants of God are sealed; but when God shall bid His angels loose the winds, there will be such a scene of strife as no pen can picture. {6T 408.1}
As I hear of the terrible calamities that from week to week are taking place, I ask myself: What do these things mean? The most awful disasters are following one another in quick succession. How frequently we hear of earthquakes and tornadoes, of destruction by fire and flood, with great loss of life and property! Apparently these calamities are capricious outbreaks of seemingly disorganized, unregulated forces, but in them God's purpose may be read. They are one of the means by which He seeks to arouse men and women to a sense of their danger. 8T 252
The observed evidence is that cyclonic storms have been decreasing and total force lessening over the last few decades. Same with tornadoes.
Sure, some things are different than from when we were children. The weather/climate is always changing, as can be confirmed in the history books and archaeological diggings.
My guess is that with instant reporting from everywhere in the world, you are feeling like everything is going "chaotic" now.
Please be careful about the "news" you watch or read, as a very large part of it is false these days.

Pope is going to use this to force people to get back to God. Wants to bring back the blue laws and Sunday worship. Wants no business to be open on Sunday so that there will be one day where the whole world will not be polluting the air, water, and soil.
