The Bible has but one reference to loud cry and this is it,

Re14:18 And another angel came out from the altar, which had power over fire; and cried with a loud cry to him that had the sharp sickle, saying, Thrust in thy sharp sickle, and gather the clusters of the vine of the earth; for her grapes are fully ripe.

It no doubt will be the third angels message that will bring about the ripening of the harvest of souls and of course this can only be when the last one who will has come up to His Way of salvation has come.

EGW has much to say of this. I will post some now and when and if I find more I will bring it.

I heard those clothed with the armor speak forth the truth with great power. It had effect. Many had been bound; some wives by their husbands, and some children by their parents. The honest who had been prevented from hearing the truth now eagerly laid hold upon it. All fear of their relatives was gone, and the truth alone was exalted to them. They had been hungering and thirsting for truth; it was dearer and more precious than life. I asked what had made this great change. An angel answered, "It is the latter rain, the refreshing from the presence of the Lord, the loud cry of the third angel." {CET 177.2}

Great power was with these chosen ones. Said the angel, "Look ye!" My attention was turned to the wicked, or unbelievers. They were all astir. The zeal and power with the people of God had aroused and enraged them. Confusion, confusion, was on every side. I saw measures taken against the company who had the light and power of God. Darkness thickened around them, yet they stood firm, approved of God, and trusting in Him. I saw them perplexed; next I heard them crying unto God earnestly. Day and night their cry ceased not: "Thy will, O God, be done! If it can glorify Thy name, make a way of escape for Thy people! Deliver us from the heathen around about us. They have appointed us unto death; but Thine arm can bring salvation." These are all the words which I can bring to mind. All seemed to have a deep sense of their unworthiness, and manifested entire submission to the will of God; yet like Jacob, every one, without an exception, was earnestly pleading and wrestling for deliverance. {CET 177.3}

Soon after they had commenced their earnest cry, the angels, in sympathy, desired to go to their deliverance. But a tall, commanding angel suffered them not. He said: "The will of God is not yet fulfilled. They must drink of the cup. They must be baptized with the baptism." {CET 178.1}

Soon I heard the voice of God, which shook the heavens and the earth. There was a mighty earthquake. Buildings were shaken down on every side. I then heard a triumphant shout of victory, loud, musical, and clear. I looked upon the company who, a short time before, were in such distress and bondage. Their captivity was turned. A glorious light shone upon them. How beautiful they then looked! All marks of care and weariness were gone, and health and beauty were seen in every countenance. Their enemies, the heathen around them, fell like dead men; they could not endure the light that shone upon the delivered, holy ones. This light and glory remained upon them, until Jesus was seen in the clouds of heaven, and the faithful, tried company were changed in a moment, in the twinkling of an eye, from glory to glory. And the graves were opened, and the saints came forth, clothed with immortality, crying, "Victory over death and the grave;" and together with the living saints they were caught up to meet their Lord in the air, while rich, musical shouts of glory and victory were upon every immortal tongue. {CET 178.2}

We may be followed with testimony after testimony of reproof; but if we do not overcome the disposition in us to do evil, if we do not respond to the light, we shall be in a state of condemnation before God. If, on the other hand, we live up to all the light that shines upon us, that light will continue to increase, and we shall have a clean record in heaven. The third angel's message is to lighten the earth with its glory; but only those who have withstood temptation in the strength of the Mighty One will be permitted to act a part in proclaiming it when it shall have swelled into the loud cry. {HS 155.3}

As the intercession of Joshua was accepted, the command was given to those that stood by, Take away the filthy garments from him. And unto Joshua the Angel said, Behold, I have caused thine iniquity to pass from thee, and I will clothe thee with change of raiment. So they set a fair mitre upon his head, and clothed him with garments. Even so will all those who come to Jesus in penitence and faith receive the robe of Christ's righteousness. {HS 155.4}

As we approach the perils of the last days, the temptations of the enemy become stronger and more determined. Satan has come down in great power, knowing that his time is short; and he is working with all deceivableness of unrighteousness in them that perish. The warning comes to us through God's word, that, if it were possible, he would deceive the very elect. {HS 155.5}

Wonderful events are soon to open before the world. The end of all things is at hand. The time of trouble is about to come upon the people of God. Then it is that the decree will go forth forbidding those who keep the Sabbath of the Lord to buy or sell, and threatening them with punishment, and even death, if they do not observe the first day of the week as the Sabbath. {HS 156.1}

And at that time shall Michael stand up, the great Prince which standeth for the children of thy people; and there shall be a time of trouble, such as never was since there was a nation even to that same time; and at that time thy people shall be delivered, every one that shall be found written in the book. By this we see the importance of having our names written in the book of life. All whose names are registered there will be delivered from Satan's power, and Christ will command that their filthy garments be removed, and that they be clothed with his righteousness. And they shall be mine, saith the Lord of hosts, in that day when I make up my jewels; and I will spare them, as a man spareth his own son that serveth him. {HS 156.2}

The Loud Cry, Latter Rain, and Refreshing From the Presence of the Lord all seem to be various aspects of the same event.

It will occur AFTER the Shaking has finished.

All of the above per chapter 32 of the 1858 Great Controversy by Ellen White.

Personally, I believe it will happen around the time that the Sunday issue is agitated.

This may answer of when it began,

The loud cry began with the first angel's message,

Re 14:6 ¶ And I saw another angel fly in the midst of heaven, having the everlasting gospel to preach unto them that dwell on the earth, and to every nation, and kindred, and tongue, and people,
Re 14:7 Saying with a loud voice, Fear God, and give glory to him; for the hour of his judgment is come: and worship him that made heaven, and earth, and the sea, and the fountains of waters.
Re 14:8 And there followed another angel, saying, Babylon is fallen, is fallen, that great city, because she made all nations drink of the wine of the wrath of her fornication.
Re 14:9 And the third angel followed them, saying with a loud voice, If any man worship the beast and his image, and receive his mark in his forehead, or in his hand,

A Great religious awakening under the proclamation of Christ's soon coming, is foretold in the prophecy of the first angel's message of Revelation 14. An angel is seen flying in the midst of heaven, having the everlasting gospel to preach unto them that dwell on the earth, and to every nation, and kindred, and tongue, and people. With a loud voice he proclaims the message, Fear God, and give glory to him; for the hour of his Judgment is come: and worship him that made heaven, and earth, and the sea, and the fountains of waters. [Revelation 14:6, 7.]  {GC88 355.1}

Blessed are the eyes which saw the things that were seen in 1843 and 1844. The message was given. And there should be no delay in repeating the message, for the signs of the times are fulfilling; the closing work must be done. A great work will be done in a short time. A message will soon be given by God's appointment that will swell into a loud cry. Then Daniel will stand in his lot, to give his testimony.  {2MR 20.1}

     The attention of our churches must be aroused. We are standing upon the borders of the greatest event in the world's history, and Satan must not have power over the people of God, causing them to sleep on. The Papacy will appear in its power. All must now arouse and search the Scriptures, for God will make known to His faithful ones what shall be in the last time. The word of the Lord is to come to His people in power.  {2MR 20.2}

     The signs of the end are fast fulfilling. The time of trouble is very near us now. We are to be brought into strait places in a way in which we have not been brought heretofore. The time of trouble is near, and we are to awake to a realization of this. We are to be sure that our feet are in the narrow path. We need an experience that we have not yet had, that we may have the assurance that the God of all grace is a very present help in time of need.--Letter 54, 1906, pp. 3, 4. (To Brother and Sister Farnsworth, Jan. 30, 1906.)  {2MR 20.3}

     The natural man needs to be converted. The Spirit of God is needed to operate upon human hearts. Many of our church members are becoming weak because, instead of depending upon God, they are self-sufficient. I am instructed to say to our churches, Study the Testimonies. They are written for our admonition and encouragement upon whom the ends of the world are come. If God's people will not study these messages that are sent to them from time to time, they are guilty of rejecting light. . . .  {2MR 20.4}

     The church cannot measure herself by the world, nor by the opinion of men, nor by what she once was. Her faith and her position in the world as they now are, must be compared with what they would have been if her course had been continually onward and upward. The church will be weighed in the balances of the sanctuary. If her moral character and spiritual state do not correspond with the benefits and blessings God has conferred upon her, she will be found wanting. The light has been shining clear and definite upon her pathway, and the light of 1882 calls her to an account. If her talents are unimproved, if her fruit is not perfect before God, if her light has become darkness, she is indeed found wanting. The knowledge of our state as God views it, seems to be hidden from us. We see, but perceive not; we hear, but do not understand; and we rest as unconcerned as if the pillar of cloud by day, and the pillar of fire by night, rested upon our sanctuary. We profess to know God, and to believe the truth; but in works deny him. Our deeds are directly adverse to the principles of truth and righteousness, by which we profess to be governed. {PH117 66.1}

1Jo 4:4 ¶ Ye are of God, little children, and have overcome them: because greater is he that is in you, than he that is in the world.

Here is a bit more to add to the above post,

     "A Great religious awakening under the proclamation of Christ's soon coming, is foretold in the prophecy of the first angel's message of Revelation 14. An angel is seen flying in the midst of heaven, having the everlasting gospel to preach unto them that dwell on the earth, and to every nation, and kindred, and tongue, and people. With a loud voice he proclaims the message, Fear God, and give glory to him; for the hour of his Judgment is come: and worship him that made heaven, and earth, and the sea, and the fountains of waters. [Revelation 14:6, 7.]  {GC88 355.1}

     The fact that an angel is said to be the herald of this warning, is significant. By the purity, the glory, and the power of the heavenly messenger, divine wisdom has been pleased to represent the exalted character of the work to be accomplished by the message, and the power and glory that were to attend it. And the angel's flight in the midst of heaven, the loud voice with which the warning is uttered, and its promulgation to all that dwell on the earth,to every nation, and kindred, and tongue, and people,give evidence of the rapidity and world-wide extent of the movement.  {GC88 355.2}

1Jo 4:4 ¶ Ye are of God, little children, and have overcome them: because greater is he that is in you, than he that is in the world.

     The message itself sheds light as to the time when this movement is to take place. It is declared to be a part of the everlasting gospel; and it announces the opening of the Judgment. The message of salvation has been preached in all ages; but this message is a part of the gospel which could be proclaimed only in the last days, for only then would it be true that the hour of Judgment had come. The prophecies present a succession of events leading down to the opening of the Judgment. This is especially true of the book of Daniel. But that part of his prophecy which related to the last days, Daniel was bidden to close up and seal to the time of the end. Not till we reach this time could a message concerning the Judgment be proclaimed, based on a fulfillment of these prophecies. But at the time of the end, says the prophet, many shall run to and fro, and knowledge shall be increased. [Daniel 12:4.]  {GC88 355.3}

1840-43  - Messages leading up to the Modern Yom Kippur / Day of Atonement

1885 - Contrary to Human Planning.--Unless those who can help in _____ are aroused to a sense of their duty, they will not recognize the work of God when the loud cry of the third angel shall be heard. When light goes forth to lighten the earth, instead of coming up to the help of the Lord, they will want to bind about His work to meet their narrow ideas. Let me tell you that the Lord will work in this last work in a manner very much out of the common order of things, and in a way that will be contrary to any human planning. There will be those among us who will always want to control the work of God, to dictate even what movements shall be made when the work goes forward under the direction of the angel who joins the third angel in the message to be given to the world. God will use ways and means by which it will be seen that He is taking the reins in His own hands. The workers will be surprised by the simple means that He will use to bring about and perfect His work of righteousness.--Testimonies to Ministers, p. 300. (1885)  {Ev 118.1}

1888 - The ATJ & EJW messages of RBF

1892 - referring to the message of 1888   The time of test is just upon us, for the loud cry of the third angel has already begun in the revelation of the righteousness of Christ, the sin-pardoning Redeemer.--1SM 363 (1892).  {LDE 37.3}

1892 - (source of the 1SM quote ) The Beginning of the Loud Cry

     Let every one who claims to believe that the Lord is soon coming, search the Scriptures as never before; for Satan is determined to try every device possible to keep souls in darkness, and blind the mind to the perils of the times in which we are living. Let every believer take up his Bible with earnest prayer, that he may be enlightened by the Holy Spirit as to what is truth, that he may know more of God and of Jesus Christ whom He has sent. Search for the truth as for hidden treasures, and disappoint the enemy. The time of test is just upon us, for the loud cry of the third angel has already begun in the revelation of the righteousness of Christ, the sin-pardoning Redeemer. This is the beginning of the light of the angel whose glory shall fill the whole earth. For it is the work of every one to whom the message of warning has come, to lift up Jesus, to present Him to the world as revealed in types, as shadowed in symbols, as manifested in the revelations of the prophets, as unveiled in the lessons given to His disciples and in the wonderful miracles wrought for the sons of men. Search the Scriptures; for they are they that testify of Him.  {1SM 362.4}

     If you would stand through the time of trouble, you must know Christ, and appropriate the gift of His righteousness, which He imputes to the repentant sinner.--The Review and Herald, Nov. 22, 1892.  {1SM 363.1}

{7BC 983.9 - 985.8} repeat with context

 **************

 I saw angels hurrying to and fro in heaven. They were descending to earth, and again ascending to heaven, preparing for the fulfillment of some important event. Then I saw another mighty angel commissioned to descend to earth, and unite his voice with the third angel, and give power and force to his message. Great power and glory were imparted to the angel, and as he descended, the earth was lightened with his glory. The light which went before and followed after this angel, penetrated every where, as he cried mightily, with a strong voice, saying, Babylon the great is fallen, is fallen, and is become the habitation of devils, and the hold of every foul spirit, and a cage of every unclean and hateful bird. The message of the fall of Babylon, as given by the second angel, is again given, with the addition of the corruptions which have been entering the churches since 1844. The work of this angel comes in at the right time, and joins in the last great work of the third angel's message, as it swells into a loud cry. And the people of God are fitted up every where to stand in the hour of temptation which they are soon to meet. I saw a great light resting upon them, and they united in the message, and fearlessly proclaimed with great power the third angel's message.  {1SG 193.2}

1906 -

MR No. 1593 - A Call to Prepare for the Final Crisis

     (Written January 30, 1906, from Sanitarium, California, to Brother and Sister Farnsworth.)

     I cannot sleep after twelve o'clock. I am encouraging souls to examine their own hearts and to seek counsel most earnestly from God. Now is the time for us to afflict our souls by fasting and prayer. We cannot lay out the way in which the Lord will work, but we can follow the leadings and drawings of His Holy Spirit. We shall gain nothing by lifting up our souls unto vanity and in self-confidence.  {21MR 436.1}

     This I am saying in the visions of the night in assemblies in Battle Creek. If ever the believers in Battle Creek needed the Holy Spirit's guidance, it is now. They need the deep moving of the Spirit of God, that they may give the trumpet a certain sound.  {21MR 436.2}

     Read the first eleven verses of the fortieth chapter of Isaiah. Present the truth in its power, as it is in Jesus. Keep the mind stayed on God and imbued with His Holy Spirit. Present the affirmative of truth. Stand on the platform of eternal truth. But do not accuse. Say nothing to arouse enmity and strife.  {21MR 436.3}

     The truth, present truth for this time, will be meat in due season. Let plain, authoritative truth be presented with decided assurance and in the spirit of love and kindness, that the Holy Spirit's power may give force to the words spoken. You are surely where many souls have become confused. But Christ has promised, "Lo, I am with you alway, even unto the end." We are to claim this promise. The Lord is not asleep or indifferent to our faith, and He will give knowledge and grace to all who will humble their hearts before Him.  {21MR 436.4}

     Have perfect faith in the promises of Christ. "Teach them," He said, "all that I have commanded you." The Lord has many precious souls in Battle Creek, and they need the very words of instruction that Christ has given for them. The gospel of Christ is full of love, rich in assurance and comfort. Every soul needs now to understand the foundation of his faith. In simple language and under the inspiration of the Holy Spirit, present the truth. We have the Word, that wonderful Book, which contains the very instruction needed at this time.  {21MR 436.5}

     The testing time is right upon us. We must build upon the Rock that will stand the storm of test and trial. As we see the fulfillment of prophecy, we know that the end of all things is at hand. Present the eternal principles of truth. Show what the Word of God declares is to take place on this earth. The God who gave Daniel instruction regarding the closing scenes of this earth's history will certainly confirm the testimony of His servants as at the appointed time they give the loud cry.  {21MR 436.6}

     All the messages given from 1840-1844 are to be made forcible now, for there are many people who have lost their bearings. The messages are to go to all the churches.  {21MR 437.1}

     Christ said, "Blessed are your eyes, for they see; and your ears, for they hear. For verily I say unto you, That many prophets and righteous men have desired to see those things which ye see, and have not seen them; and to hear those things which ye hear, and have not heard them" [Matthew 13:16, 17]. Blessed are the eyes which saw the things that were seen in 1843 and 1844.  {21MR 437.2}

     The message was given. And there should be no delay in repeating the message, for the signs of the times are fulfilling; the closing work must be done. A great work will be done in a short time. A message will soon be given by God's appointment that will swell into a loud cry. Then Daniel will stand in his lot, to give his testimony.  {21MR 437.3}

     The attention of our churches must be aroused. We are standing upon the borders of the greatest event in the world's history, and Satan must not have power over the people of God, causing them to sleep on. The papacy will appear in its power. All must now arouse and search the Scriptures, for God will make known to His faithful ones what shall be in the last time. The word of the Lord is to come to His people in power.  {21MR 437.4}

     The signs of the end are fast fulfilling. The time of trouble is very near us now. We are to be brought into strait places in a way in which we have not been brought heretofore. The time of trouble is near, and we are to awake to a realization of this. We are to be sure that our feet are in the narrow path. We need an experience that we have not yet had, that we may have the assurance that the God of all grace is a very present help in time of need. The time of trouble--trouble such as was not since there was a nation--is right upon us, and we are like the sleeping virgins. We are to awake and ask the Lord Jesus to place underneath us His everlasting arms, and carry us through the time of trial before us.  {21MR 437.5}

     Let us turn our attention away from unimportant things, and give ourselves to God. We scarcely dream of the destroying angels that already are permitted to bring disaster and destruction in their path. Shall my life be spared to act a part in the closing scenes of this earth's history?  {21MR 437.6}

     How little we know of what is going on in heaven! What fearful indifference those on this earth show to eternal realities. Souls are unprepared for what is about to take place in our world; the warning must be given, The end of all things is at hand.  {21MR 438.1}

     Again I say to my ministering brethren in Battle Creek, Preach the Word. The last message of mercy is to be given to prepare a people to stand in these last days. Everything is to be shaken that can be shaken, that those things that cannot be shaken may remain.  {21MR 438.2}

     This is what has been presented to me--that we are asleep, and do not know the time of our visitation. But if we humble ourselves before God, and seek Him with the whole heart, He will be found of us.--Letter 54, 1906.

Ellen G. White Estate

Silver Spring, Maryland

May 9, 1991. Entire Letter.  {21MR 438.3}

The Loud cry started with the messages of Christ & His Righteousness - 1840-44 & 1888 & drops of the Latter Rain - 1888     Get the Books "Return of the Latter Rain" & "Wounded in the House of His Friends" read the historical research, the eye witness quotes & articles referred to, and the EGW quotes & articles referred to. Go to the online GC Archives and look up the articles - it's there to read.

What is this RBF Message as ATJ & EJW taught it and EGW endorsed it and other SDA pastors learned it and taught it, that moved God to release in a small measure the Latter Rain, before insubordination dried it up ?

We must recognize it, learn & drink it in abd be changed by it and live it, endorse and share it freely as circumstances and the worldwide web permit.   It must blanket the world, and do it's appointed work.

quote from webmaster - "The Loud Cry, Latter Rain, and Refreshing From the Presence of the Lord all seem to be various aspects of the same event."

That is a correct assumption - Ron Duffield's research in the two books ( return of the latter rain / wounded in the house of His friends) showing multiple eye witness & EGW testimony that verify that assessment.

Christ's testimony to Laodicea is to the wise & foolish virgins - both.  But I had never seen this explanation of who the foolish virgins were - a wake up call.

"    Ye are the light of the world. A city that is set on an hill cannot be hid. Neither do men light a candle, and put it under a bushel, but on a candlestick; and it giveth light unto all that are in the house. Matthew 5:14, 15. {TMK 215.1}

     Let no one feel inclined to hide his light. Those who hide their light so that the world may not distinguish between them and those who walk in darkness will soon lose all power to diffuse light. They are the ones who are represented by the five foolish virgins, and when the crisis comes, when the call is heard "Behold, the bridegroom cometh; go ye out to meet him" (Matthew 25:6), they will arouse at last to find that their lamps have gone out, that they have mixed with the elements of the world and have not provided themselves with the oil of grace. They were lulled to sleep by the cry of peace and safety, and did not keep their lamps trimmed and burning. Aroused to their darkness they plead for oil, but it is impossible for one Christian to impart character to another soul. Character is not transferable. Those who are ease-loving, world-loving, fashion-loving professors of Christianity will not go in to the marriage supper of the Lamb with those who are represented by the five wise virgins. When they solicit entrance they are told that the door is shut. Now is the time to impart light....  {TMK 215.2}

     It is not to be looked upon as a trifling matter to have the light of present truth, and yet to be noncommittal. It is no trifling thing to say by attitude and sentiment, even though that sentiment is not expressed in words, "My Lord delayeth his coming." The spirit and influence of the peace and safety sentiment is in our very midst, and the very atmosphere that surrounds the soul of many who profess to be believers in the soon coming of Christ is of a malarious character, calculated to soothe the very ones who would be stirred if we showed zeal and determination and stood at our post of duty to warn men of the speedy advent of our Lord....We must speak forth the truth, we must let our light shine forth in clear, steady rays, lest some soul shall stumble and fall because our light is eclipsed.  {TMK 215.3}

    "

***********************

"August 23, 1898 The Christian's Duty.

-

Mrs. E. G. White.

-

     "The light of the body is the eye: therefore when thine eye is single, thy whole body also is full of light; but when thine eye is evil, thy body is full of darkness. Take heed therefore that the light which is in thee be not darkness. If thy whole body therefore be full of light, having no part dark, the whole shall be full of light, as when the bright shining of a candle doth give thee light."  {RH, August 23, 1898 par. 1}

     This privilege is presented before every soul. Each may have heaven's light to guide him. If we discern the truth, and obey it, our whole course of action will be in accordance with the truth; for the truth sanctifies the receiver. But if men refuse to search for the truth as for hidden treasure, if the mind is pleased with the theories of error, the soul will remain in darkness. The course of the life, the development of the character, will be corrupted by false sentiments. Error never sanctifies. It can do no good. And how full of darkness is the soul that receives error as truth, and shapes his course of action in accordance with it.  {RH, August 23, 1898 par. 2}

     All to whom the heavenly inspiration has come are put in trust with the gospel. The most solemn responsibility rests upon them to devote their powers to making known the only true God, and Jesus Christ, whom he has sent. They must not live a divided life. "Ye can not serve God and Mammon," says the Great Teacher. You may think that you can serve both; but Christ says, You will hold to the one, and despise the other. Christ lived not to please himself. He was self-denying. In behalf of man, he consented to become a man of sorrows, and acquainted with grief. All who stand ready to make a compromise with the world do in truth despise the humble, self-denying, self-sacrificing principles of Christ.  {RH, August 23, 1898 par. 3}

     All who have the mind of Christ will live the law of God. They will feed upon Christ, and become partakers of the divine nature. They will stand as God's living sentinels for the truth. It is not a trifling matter for those who have the light of truth to be non-committal, nor for the sentiments of the heart to be expressed in the words, "My Lord delayeth his coming." The influence of the peace-and safety sentiment is in the midst of us. A worldly, malarious influence prevails to soothe those who should be stirred by the message of truth to stand as faithful sentinels at the post of duty. Truth must be expressed in our lives. The light must shine brightly, or we shall cause others to stumble and fall.  {RH, August 23, 1898 par. 4}

     Those who hide their light will soon lose all power to let it shine. They are represented by the foolish virgins; and when the crisis comes, and the last call is made, "Behold, the Bridegroom cometh; go ye out to meet him," they will find that while they have been mingling with the world, their light has gone out. They did not continue to provide themselves with the oil of grace. The peace-and-safety cry hushed them to slumber, and made them careless in regard to their light. The ease-loving, world-loving professed Christians can not go in with the wise virgins to the marriage feast. When they solicit entrance, saying, "Lord, Lord, open unto us," the reply is made, "Verily I say unto you, I know you not."  {RH, August 23, 1898 par. 5}

     The voice of God speaks to his people, saying: "Come out from among them, and be ye separate, saith the Lord, and touch not the unclean thing: and I will receive you, and will be a Father unto you, and ye shall be my sons and daughters." Those who are watching and waiting for the appearance of Christ in the clouds of heaven will not mingle with the world in gatherings merely for their own amusement. As faithful watchmen, they will be found proclaiming, "The morning cometh, and also the night."  {RH, August 23, 1898 par. 6}

(1.) In the parable, all the ten virgins went out to meet the bridegroom. All had lamps and vessels for oil. For a time there was seen no difference between them. So with the church that lives just before Christ's second coming. All have a knowledge of the Scriptures. All have heard the message of Christ's near approach, and confidently expect His appearing. But as in the parable, so it is now. A time of waiting intervenes, faith is tried; and when the cry is heard, "Behold, the Bridegroom cometh; go ye out to meet Him," many are unready. They have no oil in their vessels with their lamps. They are destitute of the Holy Spirit.  {COL 408.2}

     Without the Spirit of God a knowledge of His word is of no avail. The theory of truth, unaccompanied by the Holy Spirit, cannot quicken the soul or sanctify the heart. One may be familiar with the commands and promises of the Bible; but unless the Spirit of God sets the truth home, the character will not be transformed. Without the enlightenment of the Spirit, men will not be able to

                                                                           411

distinguish truth from error, and they will fall under the masterful temptations of Satan.  {COL 408.3}

     The class represented by the foolish virgins are not hypocrites. They have a regard for the truth, they have advocated the truth, they are attracted to those who believe the truth; but they have not yielded themselves to the Holy Spirit's working. They have not fallen upon the Rock, Christ Jesus, and permitted their old nature to be broken up. This class are represented also by the stony-ground hearers. They receive the word with readiness, but they fail of assimilating its principles. Its influence is not abiding. The Spirit works upon man's heart, according to his desire and consent implanting in him a new nature; but the class represented by the foolish virgins have been content with a superficial work. They do not know God. They have not studied His character; they have not held communion with Him; therefore they do not know how to trust, how to look and live. Their service to God degenerates into a form. "They come unto thee as the people cometh, and they sit before thee as My people, and they hear thy words, but they will not do them; for with their mouth they show much love, but their heart goeth after their covetousness." Ezekiel 33:31. The apostle Paul points out that this will be the special characteristic of those who live just before Christ's second coming. He says, "In the last days perilous times shall come: for men shall be lovers of their own selves; . . . lovers of pleasures more than lovers of God; having a form of godliness, but denying the power thereof." 2 Timothy 3:1-5.  {COL 411.1}

     This is the class that in time of peril are found crying, Peace and safety. They lull their hearts into security, and dream not of danger. When startled from their lethargy, they discern their destitution, and entreat others to supply their lack; but in spiritual things no man can make up

                                                                           412

another's deficiency. The grace of God has been freely offered to every soul. The message of the gospel has been heralded, "Let him that is athirst come. And whosoever will, let him take the water of life freely." Revelation 22:17. But character is not transferable. No man can believe for another. No man can receive the Spirit for another. No man can impart to another the character which is the fruit of the Spirit's working. "Though Noah, Daniel, and Job were in it [the land], as I live, saith the Lord God, they shall deliver neither son nor daughter; they shall but deliver their own souls by their righteousness." Ezekiel 14:20.  {COL 411.2}

     It is in a crisis that character is revealed. When the earnest voice proclaimed at midnight, "Behold, the bridegroom cometh; go ye out to meet him," and the sleeping virgins were roused from their slumbers, it was seen who had made preparation for the event. Both parties were taken unawares; but one was prepared for the emergency, and the other was found without preparation. So now, a sudden and unlooked-for calamity, something that brings the soul face to face with death, will show whether there is any real faith in the promises of God. It will show whether the soul is sustained by grace. The great final test comes at the close of human probation, when it will be too late for the soul's need to be supplied.  {COL 412.1}

     The ten virgins are watching in the evening of this earth's history. All claim to be Christians. All have a call, a name, a lamp, and all profess to be doing God's service. All apparently wait for Christ's appearing. But five are unready. Five will be found surprised, dismayed, outside the banquet hall.  {COL 412.2}

 Jesus explained this part of the parable as referring to a certain class of hearers. He said: "He that received the seed into stony places, the same is he that heareth the word, and anon with joy receiveth it; yet hath he not root in himself, but dureth for awhile: for when tribulation or persecution arises because of the word, by and by he is offended." This class of hearers is again represented by the parable of the foolish builder. Jesus says, "Every one that heareth these sayings of mine, and doeth them not, shall be likened unto a foolish man, which built his house upon the sand: and the rain descended, and the floods came, and the winds blew, and beat upon that house; and it fell: and great was the fall of it."  {RH, June 7, 1892 par. 2}

     The seed sown upon stony ground finds little depth of soil in which to take root. The plants spring up quickly, but the tender roots cannot penetrate into the rock and find nutriment to sustain the growing plant, and it soon perishes. A large number who make a profession of religion may be represented by the stony-ground hearers. They are a class that are easily convinced; but they have only a superficial religion. As far as outward appearances are concerned, they are bright converts; but they are like the man who started to build without counting the cost of his enterprise, and they are not able to finish. There are those who receive the precious truth with joy; they are exceedingly zealous, and express amazement that all cannot see the things that are so plain to them. They urge others to embrace the doctrine that they find so satisfying. They hastily condemn the hesitating, and those who carefully weigh the evidences of the truth, and consider it in all its bearings. They call such ones cold and unbelieving. But in the time of trial, these enthusiastic persons too often falter and fail. They did not accept the cross as a part of their religious life, and they turn from it with dampened ardor, and refuse to take it up. They do not make the Lord Jesus their strength from the beginning to the end, and do not know what it means to fall upon the Rock and be broken. If they did but realize their great need, the Lord could be their strength, and would put his seal upon them. But they did not die to self that they might be born again, and their life was not hid with Christ in God. They did not become laborers together with God, bearing the cross, lifting the burden, that they might understand how great were the blessings of the service of Christ, in contrast to the poor pleasures of the world. If they had done this, like Paul, they would have been a partaker with Christ in his sufferings, and would have been able to exclaim, "I reckon that the sufferings of this present time are not worthy to be compared with the glory which shall be revealed in us." "For our light affliction, which is but for a moment, worketh for us a far more exceeding and eternal weight of glory; while we look not at the things which are seen, but at the things which are not seen: for the things which are seen are temporal; but the things which are not seen are eternal."  {RH, June 7, 1892 par. 3}

(3.)

  In reading this parable one cannot but pity the foolish virgins, and ask the question, Why is it that the wise did not divide their supply of oil? But as we make the spiritual application of the parable, we can see the reason. It is not possible for those who have faith and grace to divide their supply with those who have not.  It is not possible for those who have made a thorough heart work, to impart the benefit of this to those who have done but surface work. The parable is designed to point out the peril of doing a surface work. Many profess to be Christians, and for a time their half-heartedness is not discerned. The difference between them and those who are truly pious is not made apparent. This parable should awaken solemn reflections. Considering it we should ask ourselves, Are we doers of the words of Christ? Are we building on the rock? Are we, in our probationary time, making our calling and election sure? We should not soothe our consciences in expectation of heaven, when we are not bearing the distinguishing characteristics of the Christian life. Paul says, "Examine yourselves, whether ye be in the faith; prove your own selves. Know ye not your own selves, how that Jesus Christ is in you, except ye be reprobates?"  {RH, September 17, 1895 par. 3}

     All the ten virgins appeared to be ready for the coming of the bridegroom, and yet the test brought out the fact that five were unready. Those who have true piety esteem and revere the law of God. Through the grace of Christ they exemplify the principles of the law in their lives, and will not willfully break any of the commandments of God. They realize that "to obey is better than sacrifice, and to hearken than the fat of rams." They yield to Christ, who leads men to repentance of sin, who pardons the penitent soul, and clothes him with his own righteousness. The converted soul has a hatred of sin; he does not indulge in self-complacency, self-love, self-sufficiency, nor pass on day after day, claiming to be a Christian, and yet bringing dishonor upon Christ by misrepresenting him in character. Those who make this mistake, and pass on filled with self-righteousness, have not in reality made the first step heavenward. The first step toward heaven is conviction of sin, the second is repentance and obedience. True piety never exalts self.  {RH, September 17, 1895 par. 4}

     The foolish virgins do not represent those who are hypocritical. They had a regard for truth, they advocated the truth, they were intending to go forth to meet the bridegroom. They are attached to those who believe the truth, and go with them, having lamps, which represent a knowledge of the truth. When there was a revival in the church, their feelings were stirred; but they failed to have oil in their vessels, because they did not bring the principles of godliness into their daily life and character. They did not fall upon the rock Christ Jesus, and permit their old nature to be broken up. This class is represented also by the stony-ground hearers. Christ said: "Behold, a sower went forth to sow; and when he sowed, some seeds fell by the wayside; and the fowls came and devoured them up; some fell upon stony places, where they had not much earth; and forthwith they sprung up, because they had no deepness of earth." Jesus explains these stony-ground hearers, and says, "But he that received the seed into stony places, the same is he that heareth the word, and anon with joy receiveth it; yet hath he not root in himself, but dureth for awhile; for when tribulation or persecution ariseth because of the word, by and by he is offended."  {RH, September 17, 1895 par. 5}

     Many receive the truth readily, but they fail to assimilate truth, and its influence is not abiding. They are like the foolish virgins, who had no oil in their vessels with their lamps. Oil is a symbol of the Holy Spirit, which is brought into the soul through faith in Jesus Christ. Those who earnestly search the Scriptures with much prayer, who rely upon God with firm faith, who obey his commandments, will be among those who are represented as wise virgins. The teachings of the word of God are not yea and nay, but yea and amen. The requirement of the gospel is far-reaching. Says the apostle, "Whatsoever ye do in word or deed, do all in the name of the Lord Jesus, giving thanks to God and the Father by him." "Whether therefore ye eat, or drink, or whatsoever ye do, do all to the glory of God." Practical piety will not be attained by giving the grand truths of the Bible a place in the outer courts of the heart. The religion of the Bible must be brought into the large and the little affairs of life. It must furnish the powerful motives and principles that will regulate the Christian's character and course of action.  {RH, September 17, 1895 par. 6}

     Human nature is depraved, and is justly condemned by a holy God. But provision is made for the repenting sinner, so that by faith in the atonement of the only begotten Son of God, he may receive forgiveness of sin, find justification, receive adoption into the heavenly family, and become an inheritor of the kingdom of God. Transformation of character is wrought through the operation of the Holy Spirit, which works upon the human agent, implanting in him, according to his desire and consent to have it done, a new nature. The image of God is restored to the soul, and day by day he is strengthened and renewed by grace, and is enabled more and more perfectly to reflect the character of Christ in righteousness and true holiness.  {RH, September 17, 1895 par. 7}

     The oil so much needed by those who are represented as foolish virgins, is not something to be put on the outside. They need to bring the truth into the sanctuary of the soul, that it may cleanse, refine, and sanctify. It is not theory that they need; it is the sacred teachings of the Bible, which are not uncertain, disconnected doctrines, but are living truths, that involve eternal interests that center in Christ. In him is the complete system of divine truth. The salvation of the soul, through faith in Christ, is the ground and pillar of the truth. Those who exercise true faith in Christ make it manifest by holiness of character, by obedience to the law of God. They realize that the truth as it is in Jesus reaches heaven, and compasses eternity. They understand that the Christian's character should represent the character of Christ, and be full of grace and truth. To them is imparted the oil of grace, which sustains a never-failing light. The Holy Spirit in the heart of the believer, makes him complete in Christ. It is not a decided evidence that a man or a woman is a Christian because he manifests deep emotion when under exciting circumstances. He who is Christlike has a deep, determined, persevering element in his soul, and yet has a sense of his own weakness, and is not deceived and misled by the Devil, and made to trust in himself. He has a knowledge of the word of God, and knows that he is safe only as he places his hand in the hand of Jesus Christ, and keeps firm hold upon him.  {RH, September 17, 1895 par. 8}

     Character is revealed by a crisis. When the earnest voice proclaimed at midnight, "Behold, the bridegroom cometh; go ye out to meet him," the sleeping virgins roused from their slumbers, and it was seen who had made preparation for the event. Both parties were taken unawares, but one was prepared for the emergency, and the other was found without preparation. Character is revealed by circumstances. Emergencies bring out the true metal of character. Some sudden and unlooked-for calamity, bereavement, or crisis, some unexpected sickness or anguish, something that brings the soul face to face with death, will bring out the true inwardness of the character. It will be made manifest whether or not there is any real faith in the promises of the word of God. It will be made manifest whether or not the soul is sustained by grace, whether there is oil in the vessel with the lamp.  {RH, September 17, 1895 par. 9}

     Testing times come to all. How do we conduct ourselves under the test and proving of God? Do our lamps go out? or do we still keep them burning? Are we prepared for every emergency by our connection with Him who is full of grace and truth? The five wise virgins could not impart their character to the five foolish virgins. Character must be formed by us as individuals. It cannot be transferred to another, even if the possessor were willing to make the sacrifice. There is much we can do for each other while mercy still lingers. We can represent the character of Christ. We can give faithful warnings to the erring. We can reprove, rebuke, with all long-suffering and doctrine, bringing the doctrines of Holy Writ home to the heart. We can give heartfelt sympathy. We can pray with and for one another. By living a circumspect life, by maintaining a holy conversation, we may give an example of what a Christian should be; but no person can give to another his own mold of character. Let us duly consider the fact that we are to be saved, not as companies, but as individuals. We shall be judged according to the character we have formed. It is perilous to neglect to prepare the soul for eternity, and to put off making our peace with God until upon a dying bed. It is by the daily transactions of life, by the spirit we manifest, that we determine our eternal destiny. He who is faithful in that which is least, is faithful also in much. If we have made Christ our pattern, if we have walked and worked as he has given us an example in his own life, we shall be able to meet the solemn surprises that will come upon us in our experience, and say from our heart, "Not my will, but thine, be done."  {RH, September 17, 1895 par. 10}

Thank you for the quotes.  Yes, it is clear that the Holy Spirit started to be poured out in 1888 and that would have led up to the finishing of all things, but since the message of Christ Our Righteousness was rejected by the leading brethren, it was withheld.  What will be the sign for it being poured out in its final fulfillment?  I don't know.

I cannot find the quotes right now, but my reading of SoP, reminds me to be more concerned about my relationship with God, in this moment, rather than worrying about when/where the latter rain will fall.

Zechariah 10:1  Ask ye of the LORD rain in the time of the latter rain; so the LORD shall make bright clouds, and give them showers of rain, to every one grass in the field.

Time is important, going to Ai when told to go, would have been obedience, going later when now told not to go, was disobedience.  Being ready during this time is of more value than waiting to get ready later after the door is shut.

 "Let every one who claims to believe that the Lord is soon coming, search the Scriptures as never before; for Satan is determined to try every device possible to keep souls in darkness, and blind the mind to the perils of the times in which we are living. Let every believer take up his Bible with earnest prayer, that he may be enlightened by the Holy Spirit as to what is truth, that he may know more of God and of Jesus Christ whom He has sent. Search for the truth as for hidden treasures, and disappoint the enemy.

"The time of test is just upon us, for the loud cry of the third angel has already begun in the revelation of the righteousness of Christ, the sin-pardoning Redeemer. This is the beginning of the light of the angel whose glory shall fill the whole earth. For it is the work of every one to whom the message of warning has come, to lift up Jesus, to present Him to the world as revealed in types, as shadowed in symbols, as manifested in the revelations of the prophets, as unveiled in the lessons given to His disciples and in the wonderful miracles wrought for the sons of men. Search the Scriptures; for they are they that testify of Him.  {1SM 362.4}

     "If you would stand through the time of trouble, you must know Christ, and appropriate the gift of His righteousness, which He imputes to the repentant sinner.--The Review and Herald, Nov. 22, 1892.  {1SM 363.1}

Knowing when prophecy is unfolding and entering into that unfolding is part of the yoking up with Christ and learning of and from Him.

Three Crosses, two thieves, one thief stayed in the relationship he already had, the other thief saw prophecy unfolding and took the right actions at the right time.  Which thief did Jesus make a covenant with ?  Which one kept his old familiar relationship ?  Which one's actions at the right time forged a new relationship ? Both died but one soon live forever - which one & why ?

Shireen, while I don't have the quote at hand, there is a place in the SOP where it says something like the Jewish nation perished because they didn't understand the prophecies for their time.   Prophecy is being repeated, I believe, today, with most of us SDAs who believe that basically all the Trumpets happened in the past, and we are just awaiting the last one.

Ed,

As has been stated here, the Loud Cry did begin and the Latter Rain did begin to pour out in the late 1800s and people were being sealed BUT it all came to a grinding halt.

It will all be proclaimed again and as a package of 3 angel's messages.  It will swell this time to the full strength [I believe].  I read in one of the originals that the Loud Cry in our day will be 10 times what the Midnight Cry was in strength and power.  It is not in the search disks.

Also stated here on the thread the point that the shaking of the church will happen first.  That shaking will come during the NSL and those that are not strong in the faith will give up the Sabbath and the truth.  Those that remain will suffer terrible persecutions from without and within.   A small group will remain strong and continue...  near the end of the 3 1/2 years the Loud Cry will be proclaimed and the Latter Rain will be poured out in all it's power and strength.  Those that do not receive the Latter Rain will think that others are fanatics.  The receivers will KNOW but others will be clueless just as you stated earlier on this thread.  The last warning to the earth will be given and those giving the last warning will have a death decree on their heads.  Some will become martyrs and will bring others into the fold by their deaths.

Then when all have been perfectly sealed [144k] and God has His perfect count, probation will close.  We will not know that probation has closed.....until the first plague is poured out.  People receiving the first plague will have boils all over their bodies while the 144K will have clean skin... they will leave the cities as the wicked will be after them to kill them.  No more of God's mercy for the wicked and they are separated from God.  However, God will protect his 144K and there will be no more martyrs during this time.  There will be another death decree against God's people but He will protect them from death.  Satan will perform his crowning act to try and deceive the very elect but it will not work.  ...

pray and ponder these things....

Follow-Up Workers.--I have been thinking of how it used to be when the loud cry of the first angel's message was given in Portland and in the city of Boston. These efforts were followed up with continuous work similar to that which you, Elder _____ and Sister _____, and your helpers are doing. This work is indeed the Lord's work.--Letter 182, 1906.  {Ev 84.1}

     Locate Families to Hold the Interest Awakened.-- Then there is Toronto [Australia], a pleasure resort. These places are all within ten and twenty miles of Cooranbong, and must be entered as soon as we can find consecrated families whom we can locate there to hold the interest awakened. All these fields are white for the harvest, but we can do nothing without devoted workers, who can enter and arouse and hold an interest.--Letter 76, 1899.  {Ev 84.2}

     A Wise Generalship Needed.--Wise generalship is needed in the selection of fields of labor. Plans should be made before a field is entered, [as to] how these souls are to be cared for. Who will minister unto these who shall take hold of the truth? They have accepted an unpopular truth. Who will educate them after they have learned their ABC's? Who will give the spiritual mold to their experience?  {Ev 84.3}

     To labor at considerable expense to bring souls into the truth and then leave them to fashion their own experience according to false ideas they have received and woven into their religious experience, would leave that work far worse than if the truth had never been brought to them. To leave the work incomplete and to ravel out is worse than to wait until there are plans well devised to take care of those who do come into the faith.--Letter 60, 1886.  {Ev 84.4}

**************

 "(Jeremiah 30:7; Hosea 6:3; Joel 2:23; Zechariah 10:1; Ephesians 4:13, 15.) Refreshing of the Latter Rain.--As the members of the body of Christ approach the period of their last conflict, "the time of Jacob's trouble," they will grow up into Christ, and will partake largely of His Spirit. As the third message swells to a loud cry, and as great power and glory attend the closing work, the faithful people of God will partake of that glory. It is the latter rain which revives and strengthens them to pass through the time of trouble. Their faces will shine with the glory of that light which attends the third angel (RH May 27, 1862).  {7BC 984.4}

     (Isaiah 61:11.) Not to Wait for Latter Rain.--We must not wait for the latter rain. It is coming upon all who will recognize and appropriate the dew and showers of grace that fall upon us. When we gather up the fragments of light, when we appreciate the sure mercies of God, who loves to have us trust Him, then every promise will be fulfilled. [Isaiah 61:11 quoted.] The whole earth is to be filled with the glory of God (Letter 151, 1897).  {7BC 984.5}

     Revelation of the Righteousness of Christ.--The time of test is just upon us, for the loud cry of the third angel has already begun in the revelation of the righteousness of Christ, the sin-pardoning Redeemer. This is the beginning of the light of the angel whose glory shall fill the whole earth (RH Nov. 22, 1892).  {7BC 984.6}

     No Time Specified for Outpouring.--I have no specific time of which to speak when the outpouring of the Holy Spirit will take place--when the mighty angel will come down from heaven, and unite with the third angel in closing up the work for this world; my message is that our only safety is in being ready for the heavenly refreshing, having our lamps trimmed and burning (RH March 29, 1892).  {7BC 984.7}

     1-5 (chs. 13:11-17; 14:6-12; Daniel 7:25; 2 Thessalonians 2:3, 4; see EGW on Revelation 6:9;  17:1-5). Every Power of Evil Will Work.--As God called the children of Israel out of Egypt, that they might keep His Sabbath, so He calls His people out of Babylon, that they may not worship the beast or his image. The man of sin, who thought to change times and laws, has exalted himself above God, by presenting a spurious sabbath to the world; the Christian world has accepted the child of the papacy, and cradled and nourished it, thus defying God by removing His memorial, and setting up a rival sabbath.  {7BC 984.8}

  After the truth has been proclaimed as a witness to all nations, every conceivable power of evil will be set in operation, and minds will be confused by many voices crying, "Lo, here is Christ; lo, He is there. This is the truth, I have the message from God, He has sent me with great light." Then there will be a removing of the landmarks, and an attempt to tear down the pillars of our faith. A more decided effort will be made to exalt the false sabbath, and to cast contempt upon God Himself by supplanting the day He has blessed and sanctified. This false sabbath is to be enforced by an oppressive law.  {7BC 985.1}

     Satan and his angels are wide awake and intensely active, working with energy and perseverance through human instrumentalities to bring about his purpose of obliterating from the minds of men the knowledge of God. But while Satan works with his lying wonders, the time will be fulfilled foretold in the Revelation, and the mighty angel that shall lighten the earth with his glory will proclaim the fall of Babylon, and call upon God's people to forsake her (RH Dec. 13, 1892).  {7BC 985.2}

     (Ch. 14:8.) Part of a Series of Events.--The message in regard to the fall of Babylon must be given. God's people are to understand in regard to the angel who is to lighten the whole world with his glory, while he cries mightily, with a loud voice, "Babylon the great is fallen, is fallen." The solemn events which are now taking place belong to a series of events in the chain of history, the first link of which is connected with Eden. Let the people of God prepare for what is coming upon the earth. Extravagance in the use of means, selfishness, heresies, have taken the world captive. For centuries satanic agencies have been at work. Will they now give up without a struggle (MS 172, 1899)?  {7BC 985.3}

     (Matthew 15:9;  21:11, 12; John 2:13-16; see EGW on Revelation 6:9.) Two Calls to the Churches.--[Revelation 18:1, 2 quoted.] This is the same message that was given by the second angel. Babylon is fallen, "because she made all nations drink of the wine of the wrath of her fornication." What is that wine?--her false doctrines. She has given to the world a false sabbath instead of the Sabbath of the fourth commandment, and has repeated the falsehood that Satan first told to Eve in Eden--the natural immortality of the soul. Many kindred errors she has spread far and wide, "teaching for doctrines the commandments of men."  {7BC 985.4}

     When Jesus began His public ministry, He cleansed the temple from its sacrilegious profanation. Among the last acts of His ministry was the second cleansing of the temple. So in the last work for the warning of the world, two distinct calls are made to the churches. The second angel's message is, "Babylon is fallen, is fallen, that great city, because she made all nations drink of the wine of the wrath of her fornication." And in the loud cry of the third angel's message a voice is heard from heaven saying, "Come out of her, my people, that ye be not partakers of her sins, and that ye receive not of her plagues. For her sins have reached unto heaven, and God hath remembered her iniquities" (RH Dec. 6, 1892).  {7BC 985.5}

     Three Messages to Be Combined.--The three angels' messages are to be combined, giving their threefold light to the world. In the Revelation, John says, "I saw another angel come down from heaven, having great power; and the earth was lightened with his glory." [Revelation 18:2-5 quoted.] This represents the giving of the last and threefold message of warning to the world (MS 52, 1900).  {7BC 985.6}

     1-8 (see EGW on ch. 14:9-12). Danger in Worldly Alliances.--[Revelation 18:1-8 quoted.] This terrible picture, drawn by John to show how completely the powers of earth will give themselves over to evil, should show those who have received the truth how dangerous it is to link up with secret societies or to join themselves in any way with those who do not keep God's commandments (MS 135, 1902).  {7BC 985.7}

     3-7. See EGW on 1 John 2:18.  {7BC 985.8}

 ***************

 But as long as Jesus remains man's intercessor in the sanctuary above, the restraining influence of the Holy Spirit is felt by rulers and people. It still controls, to some extent, the laws of the land. Were it not for these laws, the condition of the world would be much worse than it now is. While many of our rulers are active agents of Satan, God also has his agents among the leading men of the nation. The enemy moves upon his servants to propose measures that would greatly impede the work of God; but statesmen who fear the Lord are influenced by holy angels to oppose such propositions with unanswerable arguments. Thus a few men will hold in check a powerful current of evil. The opposition of the enemies of truth will be restrained that the third message may do its work. When the loud cry shall be given, it will arrest the attention of these leading men through whom the Lord is now working, and some of them will accept it, and will stand with the people of God through the time of trouble.  {4SP 429.1}

     The angel who unites in the proclamation of the third message is to lighten the whole earth with his glory. A work of world-wide extent and unwonted power is here brought to view. The Advent movement of 1840-44 was a glorious manifestation of the power of God; the first message was carried to every missionary station in the world, and in this country there was the greatest religious interest which has been witnessed in any land since the Reformation of the sixteenth century; but these are to be far exceeded by the mighty movement under the loud cry of the third message. The work will be similar to that of the day of Pentecost. Servants of God, with their faces lighted up and shining with holy consecration, hasten from place to place to proclaim the warning from Heaven. By thousands of voices, all over the earth, the message will be given. Miracles are wrought, the sick are healed, and signs and wonders follow the believers. Satan also works with lying wonders, even bringing down fire from heaven in the sight of men. Thus the inhabitants of the earth are brought to take their stand.  {4SP 429.2}

     The message will be carried, as was the midnight cry of 1844, not so much by argument as by the deep conviction of the Spirit of God. The arguments have been presented. The seed has been sown, and now it will spring up and bear fruit. The publications distributed by missionary workers have exerted their influence; yet many whose minds have been impressed have been prevented from fully comprehending the truth or from yielding obedience. Now the rays of light penetrate everywhere, the truth is seen in its clearness, and the honest children of God sever the bands which have held them. Family connections, church relations, are powerless to stay them now. Truth is more precious than all besides. Notwithstanding the agencies combined against the truth, a large number take their stand upon the Lord's side.  {4SP 430.1}

As you see, the Loud Cry/latter rain is a conditional prophecy.

SOP says the Loud Cry has a content and shows what this content consists of so it can be recognized.

"  The time of test is just upon us, for the loud cry of the third angel has already begun in the revelation of the righteousness of Christ, the sin-pardoning Redeemer. This is the beginning of the light of the angel whose glory shall fill the whole earth. For it is the work of every one to whom the message of warning has come, to lift up Jesus, to present Him to the world as revealed in types, as shadowed in symbols, as manifested in the revelations of the prophets, as unveiled in the lessons given to His disciples and in the wonderful miracles wrought for the sons of men. Search the Scriptures; for they are they that testify of Him.  {1SM 362.4}   "

So there is a loud cry of the 1st Angels messages, the 2nd Angels messages, and the 3rd Angels messages >    "   loud cry of the first angel's message was given in Portland and in the city of Boston  "

So learning and personally engrafting these messages gives us ability to recognize the spirit and content of these messages and join in giving them.
