It looked bad in Josiah's day ..................... but the breaking off of the natural branches was not yet, but in Paul's day  AD 34 it happened, and Paul speaks to them in AD 45 recorded in Acts 13:46 . 

Acts 13:46  Then Paul and Barnabas waxed bold, and said, It was necessary that the word of God should first have been spoken to you: but seeing ye put it from you, and judge yourselves unworthy of everlasting life, lo, we turn to the Gentiles.

Romans 11:

16  For if the firstfruit be holy, the lump is also holy: and if the root be holy, so are the branches.

17  And if some of the branches be broken off, and thou, being a wild olive tree, wert graffed in among them, and with them partakest of the root and fatness of the olive tree;

18  Boast not against the branches. But if thou boast, thou bearest not the root, but the root thee.

19  Thou wilt say then, The branches were broken off, that I might be graffed in.

20  Well; because of unbelief they were broken off, and thou standest by faith. Be not highminded, but fear:

21  For if God spared not the natural branches, take heed lest he also spare not thee.

22  Behold therefore the goodness and severity of God: on them which fell, severity; but toward thee, goodness, if thou continue in his goodness: otherwise thou also shalt be cut off.

23  And they also, if they abide not still in unbelief, shall be graffed in: for God is able to graff them in again.

24  For if thou wert cut out of the olive tree which is wild by nature, and wert graffed contrary to nature into a good olive tree: how much more shall these, which be the natural branches, be graffed into their own olive tree?

25  For I would not, brethren, that ye should be ignorant of this mystery, lest ye should be wise in your own conceits; that blindness in part is happened to Israel, until the fulness of the Gentiles be come in.

26  And so all Israel shall be saved: as it is written, There shall come out of Sion the Deliverer, and shall turn away ungodliness from Jacob:

27  For this is my covenant unto them, when I shall take away their sins.

28  As concerning the gospel, they are enemies for your sakes: but as touching the election, they are beloved for the fathers sakes.

29  For the gifts and calling of God are without repentance.

30  For as ye in times past have not believed God, yet have now obtained mercy through their unbelief:

31  Even so have these also now not believed, that through your mercy they also may obtain mercy.

32  For God hath concluded them all in unbelief, that he might have mercy upon all.

33 ¶  O the depth of the riches both of the wisdom and knowledge of God! how unsearchable are his judgments, and his ways past finding out!

 "  The rabbis understood Christ's parable as applying to the publicans and sinners; but it has also a wider meaning of which they had no conception. By the lost sheep, Christ represents, not only the individual sinner, but the one world that had apostatized and had been ruined by sin. The inhabitants of all other worlds are loyal and true to God; but he will not permit this one lost sheep to perish. The God of heaven is not unmindful of the world and its concerns. Jesus in heaven, one with God, the loved Commander in the heavenly courts, had stooped from his high estate, laid aside the glory that he had with the Father, in order to save the one lost world. For this he left the sinless worlds on high, the ninety and nine that loved him, and came to this earth, to be "wounded for our transgressions," and "bruised, for our iniquities." 

          "But none of the ransomed ever knew 

            How deep were the waters crossed, 

           Or how dark was the night that the Lord passed through, 

            Ere he found his sheep that was lost."  {GCB, December 1, 1895 par. 17}  

     "Behold what manner of love the Father hath bestowed upon us." "For God so loved the world that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life." And Jesus says, "As thou hast sent me into the world, even so have I also sent them into the world,"--to "fill up that which is behind of the afflictions of Christ, . . .for his body's sake, which is the church." 1 John 3:1; John 3:16;  17:18; Colossians 1:24. To every soul whom Christ has rescued from the pit of sin, be he old or young, parent or child, he has committed a trust to work in his name for the saving of the lost. This work had been neglected in Israel, even by the shepherds of the flock. Is it not neglected today among those who profess to be followers of Christ?  {GCB, December 1, 1895 par. 18} "

it seems that the redeemed will be those remaining in union with God to the end.     It seems that those who are in union with God are imbued with His yearning to save lost sheep, even if their personal input and opportunity is small, they do what they can trusting God to give the increase.

  "The church may appear as about to fall, but it does not fall. It remains, while the sinners in Zion will be sifted out--the chaff separated from the precious wheat. This is a terrible ordeal, but nevertheless it must take place.--2SM 380 (1886).  {LDE 180.5}  

     As the storm approaches, a large class who have professed faith in the third angel's message, but have not been sanctified through obedience to the truth, abandon their position and join the ranks of the opposition.--GC 608 (1911).  {LDE 180.6}

"Some had been shaken out and left by the way. The careless and indifferent, who did not join with those who prized victory and salvation enough to perseveringly plead and agonize for it, did not obtain it, and they were left behind in darkness, and their places were immediately filled by others taking hold of the truth and coming into the ranks.--EW 271 (1858).  {LDE 182.1}  

     The broken ranks will be filled up by those represented by Christ as coming in at the eleventh hour. There are many with whom the Spirit of God is striving. The time of God's destructive judgments is the time of mercy for those who [now] have no opportunity to learn what is truth. Tenderly will the Lord look upon them. His heart of mercy is touched, His hand is still stretched out to save, while the door is closed to those who would not enter. Large numbers will be admitted who in these last days hear the truth for the first time.--Letter 103, 1903.  {LDE 182.2}  

     Standard after standard was left to trail in the dust as company after company from the Lord's army joined the foe and tribe after tribe from the ranks of the enemy united with the commandment-keeping people of God.--8T 41 (1904).  {LDE 182.3}  

"In that day the remnant of Israel and the survivors of the house of Jacob will no more lean upon him that smote them, but will lean upon the Lord, the Holy One of Israel, in truth. A remnant will return, the remnant of Jacob, to the mighty God. Isaiah 10:20, 21, R.S.V.  {RC 226.1}  

     In vision I saw two armies in terrible conflict. One army was led by banners bearing the world's insignia; the other was led by the bloodstained banner of Prince Immanuel. Standard after standard was left to trail in the dust as company after company from the Lord's army joined the foe and tribe after tribe from the ranks of the enemy united with the commandment-keeping people of God. An angel flying in the midst of heaven put the standard of Immanuel into many hands, while a mighty general cried out with a loud voice: "Come into line. Let those who are loyal to the commandments of God and the testimony of Christ now take their position. Come out from among them, and be ye separate." . . .  {RC 226.2}  

     The battle raged. Victory alternated from side to side. Now the soldiers of the cross gave way, "as when a standardbearer fainteth" (Isaiah 10:18). But their apparent retreat was but to gain a more advantageous position. Shouts of joy were heard. A song of praise to God went up, and angel voices united in the song, as Christ's soldiers planted His banner on the walls of fortresses till then held by the enemy. The Captain of our salvation was ordering the battle and sending support to His soldiers. His power was mightily displayed, encouraging them to press the battle to the gates. He taught them terrible things in righteousness as He led them on step by step, conquering and to conquer.  {RC 226.3}  

     At last the victory was gained. The army following the banner with the inscription, "The commandments of God, and the faith of Jesus," was gloriously triumphant.--Testimonies, vol. 8, p. 41.  {RC 226.4}  

     There are many doctrines current in our world. There is many a religion current that numbers its thousands and tens of thousands, but there is but one that bears the superscription and the stamp of God. There is a religion of man and a religion of God. We must have our souls riveted to the eternal Rock. . . .  {RC 226.5}  

     Satan will work his miracles to deceive; he will set up his power as supreme. The church may appear as about to fall, but it does not fall. It remains, while the sinners in Zion will be sifted out--the chaff separated from the precious wheat. This is a terrible ordeal, but nevertheless it must take place. None but those who have been overcoming by the blood of the Lamb and the word of their testimony will be found with the loyal and true, without spot or stain of sin, without guile in their mouths. We must be divested of our self-righteousness and arrayed in the righteousness of Christ.--Selected Messages, book 2, pp. 379, 380.  {RC 226.6}

"Until the time comes when Christ shall say, It is finished, His work for the saving of souls will not decrease, but will grow in importance. {CTr 360.3} 

The accession of members who have not been renewed in heart and reformed in life is a source of weakness to the church. This fact is often ignored. Some ministers and churches are so desirous of securing an increase of numbers that they do not bear faithful testimony against unchristian habits and practices. Those who accept the truth are not taught that they cannot safely be worldlings in conduct while they are Christians in name. Heretofore they were Satan's subjects; henceforth they are to be subjects of Christ. The life must testify to the change of leaders.  {Ev 319.3}  

     Public opinion favors a profession of Christianity. Little self-denial or self-sacrifice is required in order to put on a form of godliness, and to have one's name enrolled upon the church book. Hence many join the church without first becoming united to Christ. In this Satan triumphs. Such converts are his most efficient agents. They serve as decoys to other souls. They are false lights, luring the unwary to perdition. It is in vain that men seek to make the Christian's path broad and pleasant for worldlings. God has not smoothed or widened the rugged, narrow way. If we would enter into life, we must follow the same path which Jesus and His disciples trod,--the path of humility, self-denial, and sacrifice.--Testimonies, vol. 5, p. 172. (1882)  {Ev 319.4}  

     Our Goal--Truly Converted Members.--Ministers who labor in towns and cities to present the truth should not feel content, nor that their work is ended, until those who have accepted the theory of the truth realize indeed the effect of its sanctifying power, and are truly converted to God. God would be better pleased to have six truly converted to the truth as the result of their labors, than to have sixty make a nominal profession, and yet not be thoroughly converted. These ministers should devote less time to preaching sermons, and reserve a portion of their strength to visit and pray with those who are interested, giving them godly instruction, to the end that they may "present every man perfect in Christ Jesus."  {Ev 320.1} 

     The love of God must be living in the heart of the teacher of the truth. His own heart must be imbued with that deep and fervent love which Christ possessed; then it will flow out to others. Ministers should teach that all who accept the truth should bring forth fruit to the glory of God. They should teach that self-sacrifice must be practiced every day; that many things which have been cherished must be yielded; and that many duties, disagreeable though they may appear, must be performed. Business interests, social endearments, ease, honor, reputation, in short, everything, must be held in subjection to the superior and ever-paramount claims of Christ.-- Testimonies, vol. 4, 317.
